Employment essentials in Rwanda.

01

Employment contracts and onboarding

Before engaging employees in Rwanda, assess written contract terms, eligibility to work, leave and benefit entitlements, required records and local registrations. Documentation may involve Kinyarwanda, English, French and Swahili.

02

Payroll, taxes and statutory contributions

Payroll administration in Rwanda may involve Rwandan franc (RWF), income-tax withholding, pension or other statutory contributions, record-keeping and local submission deadlines. Confirm current amounts and rules before processing.

03

COR and contractor classification

Independent contractor arrangements in Rwanda require a genuinely independent working relationship and appropriate invoicing and contracts. Charter Pay's COR service supports contractor onboarding, agreements, classification reviews and payment administration, structured for local requirements.

A practical approach to hiring in Rwanda.

Charter Pay is a people-led outsourced workforce service. We scope the operating model, arrange local partners where needed, and coordinate agreed administration rather than selling a self-service software product.

01

Discuss your Rwanda workforce plans

Share the roles, expected start dates, worker classifications and whether you have an existing entity in Rwanda.

02

Confirm the EOR or COR arrangement

We verify local employing or contracting feasibility, documentation, administration and the specific service provider responsibilities.

03

Coordinate ongoing workforce support

With an agreed arrangement, we coordinate local onboarding, employment or contractor administration and payroll support as applicable in Rwanda.

Employment guide to Rwanda.

Practical employment, payroll and worker-classification considerations to understand when hiring in Rwanda. Confirm the current legal position for your workforce and sector before onboarding.

01

Employment contracts

Employment terms in Rwanda should be assessed under Law No. 66/2018 regulating labour and applicable subsequent regulations. Set out role, pay, place of work, contract duration, probation and the governing language (Kinyarwanda, English and French) where appropriate.

02

Working time & remuneration

Review working time, overtime and rest with current implementing orders; record the agreed schedule in the employment contract.

03

Annual leave & benefits

Check statutory leave provisions, maternity insurance and sick leave conditions, with attention to more recent implementation and amendments.

04

Payroll and employer contributions

Assess PAYE withholding and Rwanda Social Security Board contributions, including employer obligations. Payroll calculations and reporting should take account of Rwandan franc (RWF).

05

Termination, notice & severance

Review lawful grounds, any fair process or hearings, notice obligations and final-pay requirements under Law No. 66/2018 regulating labour and applicable subsequent regulations. Some employee groups and collective agreements require extra steps.

06

Foreign workers & classification

Confirm immigration and local permission requirements before hiring non-citizens in Rwanda. Contractor status should be assessed from the actual working relationship and relevant tax obligations.

Relevant framework: Law No. 66/2018 regulating labour and applicable subsequent regulations.
